Budget 2025 introduces a comprehensive approach to address Malaysia’s housing challenges, with a focus on making home ownership more accessible.
The plan targets low- to middle-income families, young professionals, and first-time homebuyers, aiming to provide both financial relief and better living conditions. The 2025 housing scheme centers on three main pillars:
The government has allocated RM900 million for new projects under the Residensi Rakyat and Rumah Mesra Rakyat programs. These funds will support 48 existing projects and introduce 14 new ones, including developments in Port Dickson and Seberang Perai Tengah. By the end of 2025, the scheme aims to deliver 30 new projects, benefiting around 17,500 residents
These housing projects are designed to be more energy-efficient, accessible, and family-friendly, catering primarily to low-income families. The government’s investment in these projects demonstrates its commitment to increasing the supply of affordable housing, thus stabilizing the market and reducing the gap in home availability.
To make home financing more accessible, the government has introduced RM10 billion in guarantees through the Syarikat Jaminan Kredit Perumahan Berhad (SJKP). This program aims to help up to 20,000 first-time homebuyers by reducing financial risks, making loans easier to obtain even for those with lower or irregular incomes.
In addition, the government has raised the financial assistance limit for new home construction to RM90,000, while increasing the maximum repair allowance for existing homes to RM20,000. These increases are intended to provide stronger financial support, enabling more Malaysians to secure and maintain decent housing.
The scheme includes a RM200 million budget for the maintenance and upgrade of low- and medium-cost public strata housing. This will focus on crucial infrastructure improvements, such as replacing outdated lifts, upgrading plumbing systems, and ensuring safety compliance. The aim is to enhance living conditions and keep public housing as a viable option for low-income families.
